At long last, the awaited MOU between the federal Department of Health & Human Services (DHHS) Center for Medicare and Medicaid Services (CMS) and the State of California Agency for Health & Human Services, Department of Health Care Services (DHCS) was executed on March 27, 2013. This MOU sets-up the basic structure for proceeding to test a new model for providing Medicare-Medicaid enrollees with a more coordinated, person-centered care experience, along with access to new services.
The new demonstration seeks to provide Medicare and Medicaid enrollees with a better care experience, by evaluating a person-centered, integrated care program that provides a more navigable and seamless path to covered services. Medicare-Medicaid Plans (MMPs) and the demonstration counties are developing agreements to facilitate integration of In-home Supportive Services (IHSS) and enrollees behavior health (now covered by counties) in the demonstration.
