LeadingAge California is sponsoring legislation recently introduced by Assemblyman Rich Gordon (D-Palo Alto) that will expand the Veterans Administration home-based care model known as Medical Foster Homes (MFHs). The bill, AB 559, removes incompatible licensure restrictions on MFHs which will enable the program to expand to California.
Medical Foster Homes serve up to three veterans in a foster family’s home where they receive medical services from the local VA health center. Veterans enrolled in this program generally have mobility issues that make receiving services in the VA hospital difficult. The VA provides extensive oversight of the MFH with monthly unannounced visits, enhanced fire safety protections, background checks of caregivers, etc. Services at the MFH are supervised by a physician or nurse practitioner. Services are provided by an interdisciplinary team that includes the physician, nurse practitioner, social worker, psychologist , pharmacist, dietitian, etc.
