A year after Governor Jerry Brown proposed a State reorganization plan it went into effect on July 1. The reorganization effort, approved by the Little Hoover Commission, is said to be the most ambitious of the 36 reorganization plans received since 1968. The plan reduces the number of agencies from twelve down to ten and consolidates a number of departments and entities.
One newly created agency, the Business and Consumer Services Agency, will house all entities that regulate or license industries, business activities and professionals. Anna Caballero, 59, of Salinas, was appointed by Brown as the new Secretary of the agency. Caballero holds her Juris Doctorate from the University of California, Los Angeles and served as a California State Assemblymember from 2006 to 2010.
The Business and Consumer Services Agency will include the reconfigured Department of Housing and Community Development (HCD), which will incorporate the current functions of HCD and those of the Californian Housing Finance Agency. With the new configuration, the Governor seeks to more effectively coordinate and address the State’s housing needs.
